The flea larvae upon reaching larval maturity will pupate (form a cocoon around itself) and grow into an adult flea inside the cocoon.  Then when stimulated by heat, vibration, or carbon dioxide the flea will emerge out of the cocoon and jump on the nearby host. As an adult flea it will live 90% of the time on a host for feeding.  The adult flea has a piercing sucking mouthpart to draw blood from its host.
